Participated in formulating and drafting many important policies for central government and was a member of the drafting committee for the Decision of the 3rd Plenary Session of the 14th Central Committee, the 4th Plenary Session of the 15th Central Committee, the 2nd and 3rd Plenary Session of the 16th Central Committee of CCP. He graduated from Tsinghua University.
